Own Your Own ISP© got its start in 1989 when Todd Grannis and his business partner turned a small Bulletin Board Service called Public Data Network into a nationwide online service using packet switched X.25 networks. Later they co-invented Chatlink! leveraging Sprint, AT&T and ADP’s X.25 backbones to link the chat rooms of large and small BBS’s from across the country together into one giant, full-featured chat network. By 1993, Chatlink had grown to become the world’s largest BBS chat network.

When Internet was made public in 1994 they bought one of Oregon's first Internet circuits and upgraded Chatlink! to use TCP-IP. At the same time they started an Internet service providing free public access to the local community. As the Internet made BBS’s obsolete, the innovation continued, and by the spring of 1996 Todd coined the term “VISP” for Virtual Internet Service Provider and started providing wholesale Internet services through a few computer stores in Portland Oregon as VISP Technologies.

In 1998, OwnYourOwnISP.com© developed Permissions Technology to control subscriber’s access to a nationwide network they licensed from Starnet. That gave OwnYourOwnISP.com© the ability to add any number of national networks without the risk of expensive duplicate login charges from network providers.
